Finally a good piece of evidence to shorten the list of potential culprits.
Sadly this image doesn't reveal the face of our culprit, but it does show quite a few other things that we never knew.
Firstly, our culprit has weapons training judging by the tranquilizer rifle She/He is using.
Second, She/He has special training in entrapment; attain higher ground, if possible manipulate your targets position, and shoot from the shadows.
This is something that requires a level of skill not found in just a normal crook or crazed psychopath.
They're seeking revenge, With nothing to lose.
All the more important to capture this mammal as soon as possible. If they have nothing to lose by shooting two famous cops, whose to say She\He wouldn't try again.

It looks like Chief Bogo was right. He knew Nick and Judy would be safe at the Zootopia Police Academy.
He isn't the Chief of Police for nothing.

My sincerest apologies for having you guys wait so long for this.
I got lazy. I lack the motivation to draw for awhile.
But rest assured I've already planned the next few images. They just have to be drawn first.
I would like to believe another image will come out next month, like last years uploading schedule, but with my recent track record of uploading this year I'm not too sure about that.
better to tell the truth than empty promises.

To end it on a high note. I hope everyone had a great Easter Holiday.
(Im gonna need to go for jog in the morning to burn of the chocolate bunnys I ate)
