According to your description, it looks like this guy have an actual personal vendetta towards the duo, and I think it's specifically toward Judy.

I speculate he SPECIFICALLY holds grudge upon Judy: she give that speech about the preds' savagery, not long after public savagery ensues and his sister succumbs to Night Howler and... Euthanized. And he blames her for "didn't bother to stop that". And he has nothing on Nick, he is simply caught in the crossfire
