While the 1999 live-action adaptation of Inspector Gadget is a big guilty pleasure of mine, I think that Sanford Scolex would have been better as his own character (who would be a minion of Claw) as a technology and weapons supplier for MAD who uses his industry as a front, while Claw himself would've been played by Willem DaFoe.
