You need photoshop for that.
Open it with photoshop and make new layers for each layer you have in this gif image.
You also will need to resize the pic, because you can´t draw properly when it is so small. Make it a bigger size and a better px/zoll resolution. For that you go into the upper side bar onto "image -> image size" and type into the window 15cm x 15cm and 150px. The file becomes automatically large then.
The layers you already had with the bird lineart will be blurry, but that´s ok aslong you can still see it is a bird and they will be deleted later anyway. It´s only because when you try to trace the bird from the other layers, you can´t do it properly when the file is so small. You may use a 1px pen and can´t even make clear and smooth lines. So when resizing the pic you can use a 2px pen or even 3px pen and the lines look more smooth and better.
The new layers must be above the old layers.
So when you have one layer with the drawn bird on it, one new blank layer is above and so on.
You need to use the layers for tracing onto the new layers.
For that the blank layers need to be transparent. You can make them transparent where photoshop has the window which shows the layers and their position, it´s usually on the right lower corner.
To make it transparent there is a small lever you can pull up and down and the layer you have clicked goes from 100% transparence down to 0%. I usually use 60 - 70% bcause then I still see the lines I draw very present, and the lines from the lower layer you want to trace are also still visible.
You then use your pen and draw the lines of the bird you want to draw onto the transparent layer. This you do with all layers you have made.
After that you can delete the old layers you have traced from and you can paint your bird. After that you can set all layers on 100% again so they aren´t transparent anymore and you have your bird done. To make it an icon again, put it on size 5cm x 5cm and 55px/zoll.

Aww you don´t have to. You can use and trace it to make your own version of it.

Ok, first you have to know that you need a file with many frames in it. You don´t need to lay it on background. But you will see it, when you are going to open such a gif file.
Ok, when you made all frames there you have to resize it. For a huge one I use maximal 15x15cm (I have no idea if you use zoll or what ever, here we have cm, so that´s more easy for me) and 75px.
Then you go on "file" and "save for web", there you get a window opened where you see your pic 2 times. It always shows the frame which is visible. If you have just the lowest frame visible, it will be shown, but it does not matter.
You click on the thumbnail "animate" choose the speed (running cycles are pretty fast, 0,1 sec) and then you go on ok.
It will be an animated gif then.
But to upload it here you will need a preview file which is smaller. For that I usually use a size of 5cm and 55px maximum.
