For a frigate, it sure looks like a battleship! Love the green!

I could see this being used for several purposes beyond a gunship. Perhaps when they're decommissioned as military vessels they are bought and gutted by freight/transportation companies. If you want a few of the guns left on to protect your cargo, well then, that costs extra and no, ammo is not included.
Another thought is that they fly escort for colony ships and these too are dismantled on arrival and used to build defensive walls/bases, with many a turret to blast away any inhospitable native species.
