Heh, I think what Mavis meant was that none of them defeated a dragon ALONE. Natsu had Atlas Flame's help in this victory.

In her defense, Natsu did need help from an actual dragon (Atlas Flame) to defeat the dragon on the ground that is no longer moving.

Yes, he did, but not by himself. He needed the assistance of another dragon (Atlas Flame) to pull it off. This is why Mavis is worried. Dragon Slayers are expected to be able to slay/defeat dragons without the assistance of an actual dragon. Natsu needed the help of an actual dragon to defeat one. This worries her because if Natsu has to fight another dragon in the future, he might not be able to win because he probably will not have another dragon to back him up in that hypothetical future fight.
