There might not be many other orphans, or as I mentioned it might be a foster house. But, you are right, we just know for sure what we can see in the show, so only time will tell!
Hope the remainder of Season 4 keeps up and Season 5 comes quickly!

I think both are good teachers in their own way. Twilights lessons are more specifically and Cheerilees are more common.
But if you want a real answer I would say Cheerilee.

Twilight would keep mucking up her class with magic spells that plunge the town into chaos, and need extra time off to save the world. Cheerilee.
Twilight's classes would be more fun, though.

Honestly I could see Twilight's explanation being far too complex and not being able how to simplify things for teaching...
and thus I think Cheerilee would be the better teacher

Well they both are great educators.
Cheerilee is a standard teacher. She fills their heads with the basics. Math, reading, world events... ect. She is a teacher.
Twi is more of a mentor type. Like what I imagine the cakes are to Pinkie. Giving her more guidance in the field of study she is working at. Baking and Hosting! Twi though is not teaching them a specific field of study that they already choose to get into. She is providing them a more broad lesson. Tutoring and guiding them to find and discover their special talents.
Though I would say Cheerilee would be a better teacher. Years of experience at teaching and she provides them what they need to making it in life. Were as Twi, as she said, is doing it for the fun of it.

As for the escorting of Scoots. Curse you for making my mind think of to many possibilities as to why Twi is escorting her. From good, to bad, to... umm.... unmentionable. Though I like this one better (not as detailed as in my head cause I am tired).
Twi knows that Scoots lives in an orphanage and has no parents. She also knows that Scoots has trouble flying cause of her wing condition. Rainbow had talked to her about it before. It's a rare condition that effects the wing musles. Twi, as usual, was intrigued and wanted to know more about this condition. So she did what she does best. She studied it. She learned everything she could and even went so far as to consult with a few Pegasus doctors. The benefits of being a princess.
After some time a possible cure was devised. One involving magic of the highest sort. Twi especially wanted to escort Scoots this time to talk to her about it. She wanted to explain that if it worked she would have strong wings. Though if it failed it could make things worse. There was a risk involved. One that would not only affect Scoots, but Twi and Dash as well.
And that's were I stopped.

I don't get Applebloom and Sweetiebelle grinning at Scoots lonely situation (even though we know she lives in a proper home now, and not a box under a bridge). That seems really out of character for them.

I guess....Cheerlie teach all the ponys the basics of school...but Twilight is teaching them more deep and personaly about their talents..

Cheerilee because she is less likely to go absolutely crazy. Twi's not a teacher; she loves to learn but her special talent isn't teaching others like Cheerilee's is.

I didn't realize how this was a short comic at first and since it mentioned they learned how time travel worked and it was titled "special filly" it was using the scootaloo orphan fanon and have her time travel to meet her parents *shrugs*

I think Twilight wouldn't be great at teaching a whole class, but would be much more suited for individual or small group teaching with really interested and motivated students.
