Made for GIMP 2.6
This script, after copying into your %Appdata/GIMP X.X/Scripts folder and restarting GIMP or refreshing the scripts in it using Filter > Script-fu > Refresh Scripts, is to be found in Filter > Decor > Paper Texture
Last night, around ten, I started to learn the GIMP scripting language. After not getting sleep, I did some debugging until half-past two and this morning I added some more widgets to the dialog. This is about donish.
This script takes an image, duplicates and flattens it, applies some Cartoon effect (toggleable) and then adds layers based on the paper texture methods I've created over time. This particular version was used in my most recent deviation.
Options include Flatten-toggling, colourisation and adjustments to general subtlelty.
EDIT:
New version, had a flash of inspiration and added some Bite into the enlivening process. Basically, this creates a black layer on which, using HSV Noise, is created a gray-white spotty look, which is blurred and then Leveled (adjustments in the dialog) so that the Lighten-Only layer it is on will create "paper-coloured" spots on the base layer below.
tldr; it's the white dots.

Don't know, check the gimp plugin registry. I personaly found it just searching Dev art for the good stuff
