how do you make stamps. all sam told me was that you had to have a coloring program with layers (i.e. photoshop or paint.NET)

You first need a Stamp outline, you can find one of DA simply. Then you need to find a image you want in the stamp, and then the rest is done with Photoshop or something similar to it.
