The previous Pirate King, which was preceded by Azathoth whose increasingly long periods of slumber led to Ulthar taking the mantle for active leadership until he was murdered by Lusca via an underhanded assassination in his sleep, driving his daughter, the future Joy Pirate, Mizu into hiding while she ruled like a tyrant until she was usurped by her superior successor, Friday D. Xury, the current Pirate King of the Monster Line.

Unlike his amoral brethren, Ulthar was kind-hearted and playful, showing respect for all the creatures, even those who are perceived as lower than himself. He is not strictly business, often playing games with his subjects and unafraid of showing affection. As a king and a father, Ulthar is instructive and wise, borne down by years of experience and instruction. He was an "ideal king"; powerful, yet kind-hearted, which is contrasted to the deceitfulness and lust for power of Lusca. For all his positive traits, Ulthar was not flawless. His main flaw was being a poor judge of character, unable to recognize Luscar's treachery until it was too late. His unique laugh was Uluuulululululululu.

He had Rulers Observation/Armament/Conquerors/Realm Haki, All Nature Haki, Divine Haki, Balance Haki, Sorcery Haki, Normal Haki, Crazy Haki, and Mana Mastery to make up for their lack of Daemon powers. As a Monster, he had super strength/durability and regeneration- with his Merlion variant powers including hyper-swimming, ballistic roar, and powerful claws. He utilized the weapon Atal in combat, which was then stolen by Lusca, which she used to torment others until Xury had it locked up so it wouldn't be used for malign purposes again.
