It has nothing to do with the balloons being out of physical reach. The strings are dangling down by Springtrap's head. Even of they were it wouldn't be hard to use a rod or something to snag a string, or Springtrap could hold the Puppet up.
I put the balloons on the ceiling to keep them out of sight until the last panel, and also where Springtrap could easily see them if he weren't so stubbornly focused on the door.

Yes, they have steel handles, but no matter what the haunts can't use them. Even if the doors were wide open they couldn't leave. Kinda sucks being a ghost, phantom, or undead bunny.

I did also notice that the balloons are in marionette's color too, not springtrap. Could resemble maybe marionette not being free yet...springtrap wasn't allowed to be freed because of his evil deeds in your other comic. Unlike Marionette who is just an innocent soul..
