Alright, so context.
Love the picture, but I am going to say I'm a bit weird out from her being more or less white washed like most people on the comment thread. SO looking into it and watching some buffoonish white people defend constantly some other points about why they don't see the issue - I will highlight the main factors of what is likely going on here. Because I've seen this happen before and heard another Artist's actual statement who also happened to be from an Asian country and really they had no idea of the implications.
Now keep in mind I'm not condoning the white washing of anything, or whitesplain this time like my more disappointing "brethren". I'm just offering a logical explanation of what is likely happening.
NeoArtCore is from Thailand and likely does not know how to draw black women, they are from a more homogenized culture (not completely since it's Thailand and Thailand has it's own ethnic groups) and probably does not quite know the implications of what they are portraying when drawing said characters because the whitewashing black anything isn't such a prevalent thing here. If you look at NeoArtCore's gallery, characters that you think WOULD be dark skinned are simply not.
Now if this makes you uncomfortable, that's understandable - after all if you happen to be black and living in the western hemisphere in a predominately white culture you are used to things getting either white washed or appropriated to make more mainstream and acceptable. If you are not black (namely white) and you feel odd about this, congratulations - you are likely in said environment as well and recognize at least partially the struggle of what individuals have to deal with. Yes, this is an issue here especially in the US. It NeoArtCore was American I would have much more to say about this picture in the regards that they really should know better.
I personally find it odd, that NeoArtCore can draw blue or green women...but not black. But maybe it's because NeoArtCore isn't familiar all the way with black features?
Anyways, NeoArtCore if you are reading this- I enjoy your work but I and other fans of yours would love to see if you can actually draw a black character as black. I think you are more than capable of expanding your horizons to this challenge.
As for you other white fans who are ready to so "valiantly" defend this creative decision and "don't see what the problem is"... get your head out your ass.

What I would like to see is a response *from the artist* about their choice of skintone, rather than random commenters trying to defend it, especially as the random commenters are coming across as really really racist. Like, I can get it just slipping an artists mind/they stuck with a palette they already had/something mundane like that, but the longer you leave your "defense" up to obvious bigots, the worse it looks, you know?

My guess is that the Artist is from Thailand and really doesn't understand the implications, I've seen a lot of fan artists from Asian countries make the same move and not understand the implications at all till someone pointed it out.
Personally I'd rather see this picture done with Black Panther being black as well.

honestly the art work is amazing! The anatomy is great, plus she's cute! However, I would have liked to have seen her be black... I mean... I looked at all the heros they did as female, and loved them, but they were all pretty white girls... antman, cap, ironman.... those other characters male counter parts are white... but black panther is a distinctly BLACK character, and is so for a reason! a pure LACK of representation.... and even more so for black females! So its not bitching or complaining... it's not disrespect to the wonderful art work! IT's simply a wish to be represented and not forgotten or pushed aside... weather it was on purpose or not! But lets be honest default is always white.... Even in other cultures, because it's been posed as the only acceptable option for so long! But again... this is pretty freaking coo!

This is great art. I just wish people didn't cry so much about her not being black. Like, folk of differing African decent most definitely look different, and they're not all a dark skin color. I don't see the section in the description where NeoArtCorE tells me, 'see this girl in my drawing? She's a white woman with no sense of African descent in her.' Black Panther isn't just supposed to show off the strength of someone who is of a dark skin color but meant to empower those with the culture of Africa in their blood. If Black Panther wasn't the dark skin tone he is, that shouldn't take away from his story and purpose, and if it does, NeoArtCorE is not the artist who should be called out for being racist, it is you, who only sees the color.

I get where you're coming from, but even if he skin is not dark, that's not the only aspect of being African or of African descent. Such as the nose shape for example. I'm not saying i dislike the art, but your argument is kinda off.

You know, in a situation where there is a female and African Black Panther, T'challa's own sister for that matter, your argument falls apart. Then there's the canonical reason that every Black Panther is Wakandan and from the royal family of Wakanda and would most probably be, you know... Black. Personally, at first glance this made me feel uncomfortable and it felt wrong somehow. When I stopped to think why that is, the answer was simple.
It's, because it's a Whitewashed Black Panther.
If it feels like white washing, it probably is white washing. Unintentional or otherwise, that's how most people will read this image.

Yes, we already established that the Black Panther is not a hero. Just a royalty and the protector of one area.
He also tried to kill someone based on a false assumption, which makes it even more obvious that he is not a hero.

I have heard enough from the hypocrites here to hate the existence of that word.
One moron said something like "white people do not understand race" and used the past as an excuse to judge me based on my skin color, making them the racist scum.
Skin color is completely irrelevant, and although we should learn from history, we shouldn't make unfair decisions based on what one "race" did to another in the past.
No matter what "race" someone is they should have an equal chance at everything. No race should be favored in all cases. It should be about who is the best for the role.
As for fanart, people need to learn not to be offended by everything.
I also despise the "if it looks/feels like this thing, it probably is" attitude.

So in your opinion, someone white can wear Indigenous American cultural and ceremonial attire, because race and the past are irrelevant? Got it. The BP costume is cultural and ceremonial to the fictional people of Wakanda, who are African and mostly Black. How? How would anyone white ever wind up in that costume? And not have it be a major faux pas?
Look, I'm black and the image above hurts me, because I realise on a subconscious level most people don't feel comfortable with people of a darker skin tone and instinctively avoid them, even in artwork. If the natural response when drawing Black Panther fan-art is to lighten the portrayed character's skin, that's a problem.
