He is supposed to be a representation of many things-- of fear, of sadness, of loneliness, worry and uncertainty. Of that creepy sense of dread coming from the unknown, and the uneasy feeling about how long it'll be until the drain monster finally manages to suck you down. Ultimately, the little whale is a representation of what we had all felt at one time or another...
Somewhere, though, there is always a Pedro the Inflatable Squid™ there to see us through to the end! ^_^
