Not sure really how to present the character. so well here is a poorly attempt descriping the character.

Neonlis the fake light.

The name Neonlis as silly as it is. Is it inspired, commercial Neon Lights, designed to grap people attention and lure in people to use/waste their money away on whatever product or service.

death and life is a thing i offer, like a tree with an apple, though there is a price resurrection from the dead is my offer and the price is mearly something you can call a small whimsical favor. It might be the baking of a cake, helping me with a doore. Or a murder or a tiny genocide, its all in good fun.

With the power to ressuct others ( The red drops)

and the let revive himeself like a phoenix ( the yellow feathers)

Death is mearly an small sickness to to which he has the only cure. And to him its a but way for this to obtain as many favors as possible you can toy with

. Aftall everyone has someone or something they dont want to lose, or something lost they want brought back.

He is mean to be an evil characters who can ressurect himeslf and others. And so offers like a one man business and treat people lifes as such. And like the trope: devil with a the devil. The price might be a high one.
