You mean what is used to make the picture? If so its a Half Life 2 mod available to buy on Steam called Garry's mod. If you go to the group #gmod-ponies (should be listed on the right of the picture), you can download the original MLP model pack, which is required to use MLP OC's that you download from the group.
Keep in mind you need at least one source game to play the game. I would prefer Team fortress 2, since it's free!
