I just noticed this as the bottom sketch in the link I provided above was ~Jasmeralda 's work.
However, the top image, and the image you've uploaded are done by Shane Glines. I didn't see any clarification/notice in your description of the image, so I'm curious regarding the source of your image and if the account it is uploaded to is just used for uploading official concept work as references? (if so, why are so many lacking the tags of the original concept artists?)

They remind me of the Dee-Dee Twins from the Batman Beyond movie "Retun of the Joker" Their real names were Delia and Deidre and they were granddaughters of Harley Quinn.
