It means that you have to have a premium membership in order to use it. It's like that with all journal skins, unfortunately- it's just one of the perks that premium users get and default users don't. Kind of silly, but so is life. :/

I've had different experiences, because I have a couple skins I use even without the premium that are free. Like the poke-starters one. It may be a glitch in the system, maybe. But that is the reason for the confusion.

Well, occasionally deviantART has a free Premium Membership day, and during this last one they had a big glitch and several people received the one-day membership a few days early so glitches are not uncommon on a site with 43 million deviants.
