Such an inspiring and moving piece--not to mention probably one of the most unique paintings I have seen so far on Deviantart. The chalky, practically oneiric style and flow are a huge plus. Wow.

"we can and will forge a universe" What exactly do you mean?
I can understand if you mean it in a more metaphorical sense. Stories can feel like they have their own universe; whether its a book, movie, piece of art, etc. But even if good writing and execution can make something feel alive, it's only an illusion.
Virtual Reality is pretty close to this. The added realism of sight helps to distract, but it's still an illusion.
The only "real world" example I can think of is scientific manipulation of natural resources. Is this what you're referring to? Growing organs in petri dishes, using nuclear power, etc. I don't think this necessarily counts, as instead of purely creating something, we're just manipulating the things around us.
It's certainly not an equivalent to literally forging a universe.

Very surreal and well drawn to say the least. And kudo's for the little motivational speech in the description.

Although the drawing looks as if a few folks got trapped in a shadow realm and that little ball of light is the only means of escape (With everyone struggling to obtain it). But I guess that's just my interpretation of the drawing.
