this is Rouge's Prototype design Nails The Bat also apparently once named... Shadow the Bat!?as seen in the Cook and Becker Sonic Artbook
in the concept art she seems a lot more like an "Evil Amy" which is strange because as I kid I always thought she'd be more like an Evil Tails due to the name "Nails" that we heard leaked long while back

she kind of seem more like that one char for that Sonic game that never got finish on Sega Saturn, where you get to Fight Eggman Nack and metal Sonic, but she was a char plot in it.
