this is Rouge's Prototype design Nails The Bat also apparently once named... Shadow the Bat!?as seen in the Cook and Becker Sonic Artbook
in the concept art she seems a lot more like an "Evil Amy" which is strange because as I kid I always thought she'd be more like an Evil Tails due to the name "Nails" that we heard leaked long while back

I personally prefer this design. Nalis seems like she would a different personality than Rouge. She also resembles a teenager more than Rouge does which makes the impression of a rebel.
