Personality: Misanthropic | Intense | Angry | Calm
Neli probably shouldn't be around people. People make her grouchy. Alien people are worse. They make her grouchy and twitchy. She's not going to be taking it easy the whole time she's in the Library. If anyone so much as points a weapon at her, they'd better watch out. It's not going to take much to provoke her into a fight. That's not to say she's not open to reason, or kindness, it will just be more difficult to befriend her than to make her an enemy. She's not a villain, but she's not particularly friendly, either. Neli knows when she's outmatched, and she knows how to run and hide, she's been in hiding nearly her whole life. Her default face is a scowl. Her smile looks vicious. It seems like she's always angry, even when she's not, but she usually is. Though, it's a calm anger. A deep, burning anger. Neli's goal is selfish, and she knows it. She could stop so much pain and suffering, but she doesn't care, she wants to stop one event. Just one. Does she deserve this wish more than anyone else in the Library? What if she runs into an opponent who wants to save an entire planet from dying, is she really going to stand in their way? And worse, what if she runs into a kid? She can't fight a kid! Why would they even bring a kid into the Library? That's ridiculous, they wouldn't, she should stop worrying about that.
Equipment
- Neli has a translator device around her neck, it looks like a simple black choker. Neli's daughter, Kakei, rigged it to not translate cuss words after a few incidents of Neli visiting Kakei at work... It can handle any spoken language found in Neli's world, including real Earth languages. I didn't draw it because I'm lazy and because it's very easy to conceal.
- The gun fires plasma bolts. Plasma is superheated gas, like you find in stars. It's very hot, do not touch. It causes melting damage to inanimate stuff, and serious burn wounds to living things. Might not be the best thing to use in the library...
- Neli also has a handy dandy fishing knife that her daughter gave her. Sometimes she and her daughter go fishing together. It's a major pastime on Tiaidi.
- The key is a numerical code (in Moala) for the world book, a kindle-like thing because Science Fiction. It probably has more than one story because I plan to do more than one comic set in the same world, so the key code only accesses Neli's story. Also, fun fact, Eteai use a base 6 numerical system because I hate myself apparently.

- Venomous bite (it burns and makes you a bit ill for a week, no killing unless you're about the size of a house cat or allergic)
- Excellent hearing (she can rely on it instead of sight)
- Can breathe underwater for about an hour or two
- Flight (the wings tuck away in pouches, they don't use bones, they use air, thus they are inflatable and deflate-able)
- Cannot read anything but Moala
- Short temper
- Prickly personality (and xenophobia, pretty sure no one else is going to have an Etea character in this OCT)
- Will not fight against a child (this will be fun)
- Cannot smell (can "taste" very strong scents)
- Weaker upper body strength than a human of similar size (significantly weaker)
- Delicate wings (not butterfly delicate, but if they're punctured, flight is out of the question, also can't fly in freezing weather)
- Cannot "plug her ears" as her hearing surface is her skin (good luck blocking out sounds, my brainchild)
- The hair isn't hair, it's very thin, very sensitive feelers, pull on them, they will hurt like hell, cut them, and they will bleed
- Magic does not exist in her story, it will freak her out very much
Important Info on Nalei
Nalei is very recently freed from the control of an alien species called the Si'ne. They have a rather large territory within the Milky Way which now does not include Nalei. The span of their control is largely unknown as they sought and destroyed any historical documents shortly after Nalei achieved space travel, including alien documents. It was for a very long time, that much is certain. The war that freed Nalei was started by a rebel group called Tilo, which silently gained followers all over the globe and stole, stockpiled, and hid weapons and people leading up to the actual battles. Tilo had been around in one district for a very long time before it's global spread, shortly after a rebellion in the north failed spectacularly.
Neli's History
Neli was born in Likaite, an island nation near the North Pole known for its southern swamps, northern ice fields, harsh weather, and even harsher wildlife. The failed rebellion in the north was staged here, in Likaite, when Neli was still a child. Many Eteai fled to other districts in the aftermath, Neli's family included. She spent the rest of her childhood in Northern Tiaidi, part of an island nation near the South Pole, hiding from Si'ne authorities. Tilo's home base was located in her new home, and once Neli came of age, she joined. Well, she joined a year or two before she came of age, but nobody needs to know that. Once she quickly rose in the ranks of Tilo she spearheaded efforts to obtain or build a working warship to fight with. She became one of Tilo's best fighter pilots. To this day, she is remembered as a war hero.
Other than her major role in Nalei's current freedom from Si'ne control, Neli had two kids. One child was with another displaced Likaitian, a son who died while fighting in the war. The other, a daughter named Kakei, was with the love of her life, Keno. Keno was the sole surviving heir to a rather large estate on Tiaidi's biggest mountain. He ran an Ono breeding operation and supplied the large animals to Tilo. He also had a convenient hidden hiding place where he would occasionally house Tilo members. This is how he and Neli met. Shortly after Kakei was born, and several years before the war ended, Keno was struck with the symptoms of a late-onset genetic disorder called Mide (sleeping sickness), and died within a few years. After the war was won, Neli became very reclusive, with only her daughter keeping in contact. And then Kakei left Nalei as the mechanic of an alien ship...

Also, it IS okay if you want to kill off Neli in your round. She's hostile, I totally understand.
An important note if you want to use her for a violent round: she won't attack first unless she's completely lost it (might happen later). But if someone points a weapon at her or otherwise threatens her, she's not just gonna stand there. She also may interpret a threat where there is none.
