Despite Carter coming off as a d*ck in his victory, he has made a valid point Leo can't ignore. It was true he relied solely on his power rather than to hone it.

Leo does not see that at the moment though, he's a "little" battered up from the thrashing Carter gave him so the pain that's settling around his body is keeping him from thinking. Rather than take his advice, Leo thinks Carter spared him just because he thought he was too pathetic in his eyes and adds insult to injury by lecturing him about his weaknesses. So he yells out in frustration.

But one wonders why Carter spared his life. He has killed many of his enemies without hesitation, especially if they were at his mercy like Leo was. Perhaps it was because at that moment, Carter saw himself when he looked at Leo in that state when he started out with his powers. He could not bring himself to it because of that.
