When the width of the butt exceeds that of the shoulders then that's when I start to consider it big. But I guess it's all relative. I like smaller butts and that's probably one of the main reasons that I dig Asian women.

but in this case it is a cartoon so usually in cartoons you can exadurate diggerent parts of the body. so i just wanted her to look slightly less manly.

She is still kind of cute, but drawing bigger boobs or just a more slender waste are also options (not that my females are any better). I was just a little buggersnot when GI Joe was on TV, but from what I heard the character you picked was pretty butch and masculine. So it sounds like you had some tough material to work with.
