Some Pro's in the background herding the fish.
Neave...Not helping.
Believe it or not, this painting started as a 'Redraw This' painting from 2014

It doesn't look anything like the original! Haha, but so much improvement I can be proud of in 4 years! That it looks nothing like the original shows how far I have come. Boring pose turned to dynamic pose. Boring background turned into ambitious, detailed and interesting background. (What the hell was she smiling at in the original drawing?) Bad character designed turned into good character design! Terrible anatomy turned to good anatomy.
Those fish....
There was no easy way to draw those fish. But boy did I try! XD I did end up making a pretty nice custom brush for the fish but I still had to go back in for all the details. I wish I gave the fish more attention but I already gave them 2 days of attention and now I have to finish this painting because I am done and my hands hurt.
Edit: Went back in to do some more refining after sleeping on it. Improved fish, added more bubbles, light shafts and improved shading on Neave. Old Version: sta.sh/0c5rcwv87nu

Why don't they look any good?
For fish, Size Jitter controlled by pen pressure and Angle Jitter controlled by Direction works really well, with some scattering and color dynamics.

brush settins aint the problem unfortunately, I think I'm just really sloppy on the details afterwards so my fish schools usually come out looking really ill-defined against the background or whatever, and it's hard for me to get them to look natural. I'M REALLY BAD AT PICKING COLOURS SOMETIMES
its ok though nothing that cant be solved with practice. :'D maybe thats something i should do.

the lighting on Neave's body is also GORGEOUS... you have quite a knack for making soft shading look realistic!!

I'm really pleased with how my shading is coming along! I'm starting to discover the true form of my dolphins. Learning to make 3D models is really changing my perspective of shapes XD

this looks awesome! although, if i had to give some criticism, i would suggest making the lines around the dolphins less noticible. it makes the image appear too 2D.

I played around with the file more and updated the image. I tried a few things with the lineart, different colours and trying to blend it in with the shading to 'hide' it and appear more 3D, (Which worked great for the dolphin in the background) but ultimately just adjusted from a black to a blue line on my main character. It doesn't stand out AS much! Lineart on the main characters is part of my style

Neave is round, yes. Some may say she is fat. But that's just because everyone else is too skinny...
