Who is this? Well he is an idea I've had ever since reading Fallout Equestria by Kkat, an amazing work of fan fiction that crosses MLP with the Fallout video games. It's a lot darker than the show though; just a warning.
MINOR SPOILERS FROM FALLOUT EQUESTRIA BEYOND THIS POINT BUT NOTHING TO IN DEPTH.

Okay so in my story (which I will never get to writing so I'll likely just post some drawings about it) with the war between ponies and Zebras well underway a secret project was undertaken by some of the Ministries, to create the perfect soldier. Intended to be a living weapon capable of infiltration and with no other purpose than to follow orders, researchers, scientists, and others began conducting the project in secret from the Ministry Mares. Countless failures and then finally they had a stable subject, and a few tries later they perfected there 'soldier' in Subject Z-72. A Zony, a pony and zebra hybrid, he was meant to maintain Equestrian citizenship without suspicion while still able to act as a double agent among the Zebras when necessary. Via a neural link he was taught various martial arts and fighting styles, weaponry, infiltration techniques, politics, anything he might need to know to be a perfect soldier while still unconscious in his development pod.
Fortunately the Ministry Mares caught wise of the experiment and promptly had it shut down for its unethical disregard for life. The research was destroyed, all involved were dismissed, but that left Z-72 still in stasis. As a living creature they felt he had a right to life, and they felt responsible for his existence, but he was still to dangerous to awaken as he was. So via the neural link they taught him the Elements of Harmony and Friendship: Generosity, Laughter, Honesty, Loyalty, Kindness, and Magic. It was Fluttershy who gave him a name 'Concord' which meant Harmony, and as an homage to her friend Discord. All this was done in the hope that he could have a life outside of being a soldier. Unfortunately the bombs fell soon after, and Concord was still sealed in his stasis pod.
200 years later an Earthquake started up his pods 'awakening' protocol and he emerged from the pod to begin his adventures in the Wasteland. Lucky for every pony the Ministry Mares lessons emerged strong in Concord and he demonstrated tremendous compassion, love, and hope in a war-torn land. Doesn't mean he can't kick some flank if he wants to though...do not mess with this stallion.

In personality he is a gentle soul; he has a soft spot for foals and animals, and his kindness has become well known in the waste. He can be silly, he has a good sense of humor, but he also has a sarcastic streak best noticed when he taunts opponents or those who are just cruel. His temper is rarely seend...but explosive when provoked. He is remarkably intelligent, but has no real knowledge of the Wastes prior to his awakening. As a Zony he has the stripes and coloring of a Zebra, but his build is more pony-like with him being a fair bit taller than the average Zebra, and his mane and tale being more pony like as well. He typically wears a Stable-Tec jumpsuit. It is later discovered that his genetic donors, who had no idea there DNA was used for creating a test tube foal, are Apple Bloom and her Zebra lover Zecron making them technically his parents.
