Hey, Ishida found Tsukasima to be very fast when he was chasing him and Tsukashima wasn't even trying. Ishida and he could keep up captain and arrancar ranked enemies, but Ishida had a hard time catching Tsukashima. That makes him faster. That is my logic of the situation.

Well Ishida wasn't using the quincy techique for fast movement (hell if i know how it's called). So Shunpo could be fast enough.
Also Ishida never fought a high ranking member of the arrancar.
