It looks like something out of Exalted Dragonblooded. I can see the Wood and Fire Dragonblooded going at it with a Water or Air Terrestrial going "Come on guys".

Its a sub-devision of the Exalted Role Play Game by White Wolf Publishing. The Dragonblooded are technically the weakest of all Exalted individually but they are powerful enough that they overthrew the most powerful of the Exalted, the Solars, by working together. Take a look at the series, it's expensive to buy, but White wolf is known for their artwork.
