For pixels? You don't need much of anything. I use a mouse and I would assume it'd be a huge mess if you used a drawing tablet...
I use gimp because it makes animating easy. But you can just use paint and then put the frames in [link] to animate them

You can pixel with a tablet if you have a pixel brush ovo
I do mine on PSE with my tablet ^^
