depends on your style and understanding of the programs..
there's a noticeable difference in the art that's made with each, I find sai much more easy and versatile for non realistic pictures, I also find it all around easier to shade because the blur is nicer
but it's really up to what you like to use, I started in photoshop and I'm much more comfortable using paint tool sai
