Learning how to employ alien vegetation to prevent any manner of erosion is a genius move from the species living in this place, and also an interesting piece of lore for you to make - many times, people forget about these little nuances of their world, but they are what gives the world more flavor and depth when put all together, kind of like the many pieces of a jigsaw forming the bigger picture!
The idea of sending "discarded" lives down reminded me of some factories in RPGs. 
So the people sent down there are treated properly (like with medical attention until they die) or are they simply quarantined and left to die in isolation?
I liked the idea behind this drawing, myself. Because it reminds me of this one place of my story - the living conditions aren't as crazy, but society there is so focused on natural selection and evolution that if you end up reaching a state where they deem you "unable to cooperate anymore to civilization" (even if you were born like that), they send you down to "The Furnace" - which gets that name because people sent there are... Sort of treated like coal, with their energy being drained to power the lives of the community as a whole - "their one final and noble service" until they die.

I hope the patients here get to meet a better end, but at the same time, was there an artwork before this one were you adressed this clinical condition of entropy? It sounds like a severe disease, for a single infected to be a risk for a whole city!

Finally, it's very slowly, but I'm finally starting to catch up here! ...Namely because looking at the drawings certainly takes me less time than it would take to make them with this ammount of detail, of course.   Looking at this one from this perspective, you can almost imagine what the patients would feel like while being dispatched to this obscure place... Like descending to a grave they will never get a chance to come back from anymore. It's a chilling idea to have in mind. That you won't ever be allowed to go back to the surface, that you cannot be cured and that this view ever more distant as you descend is the last you will be seeing of the world as you once knew it.

Entropy is the price for power. In the very first comment, I roughly described what it is, although I am sure that this will raise new questions. Most often, this disease is recognized in the child's age, since the symptoms are most often immediately visible. Therefore, most of the people who live below are young people. On my page there is a character with entropy, I think you can easily find it if you want.

They can hardly be called the dregs of society, although they live in terrible conditions, but it is through their efforts that the technology of protohumans comes to the surface. The whole society of exalted depends on them. It's a vicious circle.

Each of their factions has so many problems that they have no time to fight each other.

My explanation will confuse you even more.
