Hihi! ^^( this might get confusing Q u Q)
I use photoshop elements for animation.
ONE) I have 2 finished frames. Good and Scary.
Have these 2 frames on separate layers in photoshop.
Then I prepare the blurriness!
First, duplicate each frame 3 times.
In total, you have 4 Goods and 4 Scaries. All of them are not blurry yet.
Keep one Good and one Scary untouched.
TWO) we make the slightly blurred frames.
For 2 Good and 2 Scary, you'll do the same thing to them:
Click on the frame and then go to Filter > Motion Blur > set at 10 pixels. (the angle is 0 degrees -- horizontal)
THREE) we make the super blurred frames.
For the remaining Good and last Scary frames, go Motion blur again but set it to 30 pixels.
FOUR) Lastly, we need to arrange the layers/frames.
So, go to the layers box on the side.
Put it in this order:
Good - Normal
Good - Slightly blur
Good - Super blur
Bad - Slightly blur
Bad - Normal
Bad - slight blur
Bad - Super blur
Good - Slightly blur
SAVE ) Go to File > Save for Web > a window pops up.
Check mark Animate. And click ok! ^__^

ah for the preview, just just your crop tool to make a selection that is 100*100 pixels or less and save that as a gif too! ^^ (save for web> click ok)
Unfortunately, if you want to adjust the timing of the frames, you'll have to download another program called gifAnimator (that's the one I use)
and basically, you open up the Gif and then you can change the time for each frame individually!
