Description nov.17 2012: *60 points to download full size! PLEASE DO NOT REPOST THE FULL SIZE 

* Please feel free to take from this tutorial a new technique: colouring with the fringe setting. I am okay if you draw the same style for practice, but please do not  copy this style exactly (for commissions, especially). It's a bit off-putting to have my hard work taken advantage of. Tutorials are meant to teach you new tricks that you can incorporate into your work. And later on, I hope you will pass on your tricks to other artists!

* I used SAI and Opencanvas for the effects at the last step. Photoshop to save with transparency cause my SAI doesn't allow that. ^__^

You can make a chibi style without tutorials..
I'm so used to drawing things in proportion or atleast trying to, and drawing chibis with their weird proportions throws me off, and I can never make a decent one... o n o

I think first, you can try out different proportions. For example, I draw chibies in multiple styles, varying from 2 - 3 heads tall. Within that height, you can try out different torso lengths and limb lengths. Don't worry if your style fluctuates cause it takes a while before you like what you see. I don't find using tutorials on learning another person's style as gratifying as tweaking out something that's all to my own tastes. ;3
