As far as I know he's only out during the Halloween party. He's part of the Villains Mix and Mingle and afterwards they all come down for a few minutes for pictures.

The best time for villains is definitely Halloween.

I know for the face character they jazzed his outfit up a lot. His coat, hat and vest are all more intricate than in the movie. They also gave him a... cummberbund? Something so that he wasn't showing belly.

He was at Disney for Halloween. He's part of the Villains Mix and Mingle and he comes down afterwards for pictures. So far I think that's the only time he's out. Hopefully they bring him out more often though.
