I love the poofy little clouds, the cool yet light and inviting colours, and the cuteness of it...
If I was a little kid I'd probably consider that the IDEAL stuffed animal!

Clouds/foam/bubbles are very well done
A little excessive on dithering (checkboard shading), but hey, you've applied it correctly
However, the main body shading isn't right
Have a close look at how shading operates, as they normally follow the contours of the body, highlighting depth of body parts by giving them 'curved' features
Outline needs to follow a certain 'smoothness'
No need to have three shades all at once (the head is generally acceptible) when attempting the DPPt style for shading
An effective sprite is one which you can scratch completely from a pixel over. A PO can provide the readily accessible sprite outline, however, should not be solely done pixel for pixel, as drawings take a different style to conjour a perfect outline, while sprites have a 'magnified difficulty' (drawings can be done in any size, giving its shape a very defined look, however a sprite usually has a size restriction, and therefore a plausible outline resistriction)
However, unique poses for a sprite compared to its art are generally favoured, showing an artists ability to get creative. (I normally draw a smaller version, roughly less than 4inch or 10cm, then replicate onscreen by using Magnifications and any needed size skewing [not manually, but but using percentages])
It should also be the same size league as something relative to its size as a Pokemon. Its like trying to draw a sprite of a Caterpie that's close to 80x80, which is very close to the size of Dialga or Giratina etc
