Items of Notice:
-A crystal ball with which he uses to scry with.
-A deck of tarot cards which can be used to attack and defend with; each card contains a different power depending on which Arcana is on the card. It should be noted that the cards also seem to have a will of their own.
-A mysterious dagger that he carries with him at all times.
Personality: Cold, calm, perceptive, intelligent, and always an infinite number of steps ahead of everyone. It is unknown as to whether this is his true self, or simply a facade, but it has been agreed upon that he manipulates anyone that comes across his path. You never know how he's doing the manipulating nor will you even know it's happening, but you do know you fit into his plans somehow. Oddly enough, he does have a knack for mischief if he ever becomes bored or miffed. Being a seer does have its advantages when you wish to play a prank or scare someone. It should also be noted that he tends to call others by the Arcana they match. Despite being a master manipulator, he does not actually like things going exactly according to plan, and takes great interest in, “Puppets that have cut their strings”.
Likes: Fortune telling, irony, “Puppets that have cut their strings”, the unexpected, manipulating people, pranks, giving people fake fortunes for annoying him.
Dislikes: Ignorance, idiots, religion, “Perfection”, people asking him for fortunes of stupidity and/or greed, everything going according to plan.
Fears: What is there to fear when you can see everything coming?
Abilities: Can look into past, present, and future. The standards of a seer.
Can manipulate his deck of tarot cards to attack and defend, each card with it's own ability. Each card has two different abilities based upon which Aracana they represent and whether they are in the upright or reversed position. For example, the Hermit can represent introspection or silence, allowing him to either temporarily read the minds of others in the upright position or make them unable to speak in the reversed position.

History: The origins of the Oracle are a complete mystery and it is rumored that he has been around since the birth of his own universe. Nobody knows what species he is, or if the Oracle is even a “he”. What is known, is that has been manipulating people from behind the scenes since the first being gained consciousness. In other words, it is the unofficial ruler of its universe and many others. It will personally see to that that will never change, going so far as to kill the “Gods” of other universes.
The following information has only been made available to the beings of your dimension. Should the following information be revealed to a being of any other dimension will result in immediate termination of existence.
The Oracle does not always have the same appearance, gender, nor even humanoid. It does not actually have a body of its own, nor a form to manifest in the real world. In order for the Oracle to exist and interact in the worlds, it must share a symbiotic relationship with a sentient being. It cannot force another to share its body with it and must be allowed to exist in the host's body of their free will. This is normally achieved when the said host is knocking on death's door and has a strong will to carry out one last task. In exchange for a symbiotic relationship, the Oracle will revive the host and perform the final task, even if it takes years to accomplish.
Once the deal is made, the Oracle will share the body of the host and ensure that the host's identity remains a secret. Great pain and effort are made to ensure that the host's body is never discovered by ensuring nothing is showing or revealed. To ensure this, it wears clothing that are commonly found in the time period and does well in concealing the face, build, and skin. It should also be noted that during the time the Oracle is inhabiting the body, it never ages and the voice greatly changes. Once the contract between the host and Oracle is fulfilled, the Oracle assumes control of the body as the original owner of the body is ready to move on. The lifespan of each body has gone no longer than ten years. However, the current host body of the Oracle has survived longer than that.
Even with a physical body to interact with the beings of the worlds, he cannot directly interact with the affairs of mortals. What he can do is limited, like revealing clues and leaving thoughts, as dictated by a set of mysterious rules that are set upon him. For the most part, he has two powerful individuals working for him to do that. They go by aliases of the Librarian and the Janitor, one of the most powerful sorceresses ever to exist, and a weapons master with unparalleled skill. Both equally powerful in their own right, doing much of the field work for the Oracle, and work solely for the Oracle.

I figure so, because, he has cards floating in the air.

Dude, the Oracle is seer. It know what will happen and always knows the results. Gambling is irrelevant to the Oracle and sees little point in it. He can catch someone cheating due to his ability to foresee future events and scrying.
Gambling doesn't mean much when you know what will happen. Not really gambling at all at that point.

Only the Oracle can't really interfere, his henchmen can do whatever they want. Anyway, it's basically a complex set of laws where he can't do anything like attacking and the like. He can talk and do very subtle things.
I suppose the best example is that he's like a time traveler. He's restricted in his activities and can cause a paradox if he's not careful, but he can perform certain actions that can alter fate. Anyway, he's only restricted in his actions with mortals, not immortals.
I hope this helps, though it doesn't really feel like it did.

I see.
I kinda had the idea for the Oracle intervening (via the Fool tarot) at the moment of time just before the death of a potential contestant. A 'puppet with strings cut' contestant no less. Of course, the offer is irresistable compared with the alternative of letting things proceed.
If the interfering were not possible, then I suppose I could have the Librarian interfere instead, but then the time-stop would have to be swapped for something else.

I cannot understand your character's abilities at all. I'm sorry, but they make no sense, and they seem kind of god-modish. Could you perhaps make it clearer or fix it somehow?

The real Siegfried can't exit his Turf. His 'Mental Projection' can, as it is a down-played, diluted version of him. He will only display three abilities (with a fourth in case of a tight spot).
Energy and Matter Manipulation: something cosmic entities (like Galactus from Marvel Comics) find standard. It's simple molecular reconstruction and energy conversion. I'm willing to bet that Myrazaphiston finds this stuff easy.
Insane Strength: pretty straightforwards, but with the added effect of being able to treat non-physical things like they were physical.
Conflict Leech: feeds off the energy produced when two or more people fight. This is the basis of his disguise.
But yeah, I shall clear that up in the document.

You may need to check with Mourge since Sieg may have to actually be there in person. Don't really know, but better to be safe than sorry.
How the hell can a human do this? The energy/matter thing, I mean. You say he's human, but you made him god.
The name doesn't really fit by adding the extra ability to "insane strength". The bonus effect makes even less sense in every respect.
"Conflict Leech" I can easily understand and love the power. No problems here.
I'll be frank when I say it kinda feels like Sieg is kind of god-modish. There really aren't many limits as to his abilities and seems kinda overpowered. Myza kind is, but she does have many limiters to prevent that. Oracle is powerful, but can only interact with mortals in a very limited ways, can't even attack or touch them, needs others to do things for him.
But I do thank you for making the edits to help people understand your character better. Maybe ask Mourge and see what he thinks of your character, he's better at editing than I am.

Aha, how a Wolfgang Operative can do all this and still proclaim themselves as human is The Syndicate's little secret, a paradox meant to be on purpose.
Molecule Man, from Marvel [link] displays the same ability, even more advanced than Siegfried's in his current form, and he can be counted as human.
Siegfried's ability to treat intangible things like they are tangible can be demonstrated in this scenario: someone casts a spell on him, but he responds by ripping the spell right off his body and tosses it aside.
And yes, Sieg does feel God-moddish, but as a Judge he won't do any competing, will he? If he will engage in combat with the competitors, then for sure I will place more limits on him. But if not, then there's really no sense in downplaying him more, as that is the way I've made him for my Wolfsbane Articles.
All in all, I've made him to be insanely powerful, like the rest of the Hands, but he posses a ton of weak spots. Remember, for all his power, he still forces himself to be human, both in personality and action. He won't see into the future, which is something a lot of his enemies use against him, and he can be confused, deceived and outsmarted. He is neither omnipresent or all-knowing, and mistakes are certainly something he is capable of making.
But yes, I shall check up with Mourge for this Ref sheet.

I'm not even gonna even bother asking anymore.
Even then, it seems really god-modish, and even Marvel even seems to think that. To be frank, it's this ability that keeps me from absolutely loving your character. Everything else seems to works better without it.
I suppose that works better, but I think it'd better better if it only worked on opponents or ghosts. But that's just me.
Insanely powerful and balanced is quite different than god-mode. Anyway, those flaws seems fairly minor, and no different than any other character. Those usually come as a given.

Sigh, fret not, my love. I've placed even more limits on him.
Molecular/energy conversion: in this form, he can only manipulate up to a metric ton of matter or a megawatt of energy at a time. At this point, even Edward Elric can manipulate more than Siegfried in disguise.
Unusual Strength: placed specific limits. Also, he has to activate this voluntarily, and he can only use the energy he's absorbed from conflict, so he can't use this as often now.
Conflict Leech: can now only absorb limited amounts per occasion. He cannot store it for too long either.
Overall Power: Siegfried had been ordered by his colleague Vidan not to expose too much of his capabilities, and as a result, has taken extra measures to ensure that the total might of this Mental Projection of his that he will be using for the Judging is no stronger than an average cosmic being, like Thor or Zeus.
Any weaker and he will become competitor-caliber, not judge-caliber. T__T

Also, I was alluding to Ed's use of material, not energy. And Vegita is a freakin' nut, especially with his Final Flash, which as one person put on Youtube was a homonym for "F*** everything in this direction"; seriously, it was ridiculous. In this form, Siegfried won't do anything close to that.

I have yet to find the perfect voice actor. I need someone in their early 20's or late teens with a somewhat deep and mysterious male voice. My own voice just doesn't have the right quality unfortunately.
