Livonians used to live on NW edge 1/10 of what today is Latvia. They were Finnic people, just like Estonians.
But, Lithuanians and Latvians are Baltic nations, and they speak a Baltic language.
If you wanted to include Baltic peoples in Scandinavia, you should've included both (Lithuanians and Latvians) of them in Scandinavia, or leave out both of them.Β
Having the Latvians in, and Lithuanians out, just seems odd.

I get your points, particularly about the Baltic Languages. However, I made the following considerations:Β
1. Livonia here is based on the Livonian order of EU4.Β
2. In this scenario, Lithuania is part of a new Polish-Lithuanian Commonwealth (offscreen)Β
3. I didn't add Lithuania because I feel a Baltic Union of Estonia, Latvia and Lithuania is quite a cliche.Β
4. I guess its questionable whether the Baltic States are in Scandinavia, but they fit entirely on the map and so I decided to include them.Β
Thanks for your comment anyway though

Livland was used as a name for Latvia and Estonia during medieval times up until the russian conquest. Including Estonia and Latvia in scandinavia makes a lot of sene. Sweden ruled Estonia and eastern Latvia for considerable time, both countries are lutheran (except Latgalia in eastern latvia) they have strong german influences and no historical empire to rest on.
Lithuania were never part of a nordic state (Karl X Gustav tried to conquer huge parts of poland and lithuania in the deluge but failed). Lithuania is catholic, lacks the german influence and have their own historical empire.Β
I don't say it's impossible to include Lithuania in a scenario, but it's very logical to include Estonia and Latvia combined.
