These are the characters that Naruto holds some sort of rivalry with in the Shinobi-Matsuri verse, or at least the ones that this meme will allow for me.

Explaination:

Lovers- Basically the girls in Naruto's Harem army that double as this, whether to add some friendly competition to spice up their relationship, or to keep them battle ready for any future missions.

Bros- Should be self explanatory. Basically, any guy he likes to throw down with and prove his mettle against, but would gladly chill out and have some guy time with.

Neutral- Rivals that Naruto neither likes nor hates, but he at least respects, and is ready to throw down with them to prove his convictions, and vice versa.

Serious- Rivals that Naruto considers a serious threat, but open to the idea of some sort of redemption.

Enemies- The kind of Rivals that pose a serious threat to him, his loved ones, and his ideals, and he must be ready to put his life on the line to overcome.

Lovers:

Katsuragi- Naruto's Guts and Fighting Spirit is one of the many things his hyper-perverted quasi-lesbian harem queen loves about him, so it's no surprise she holds a rivalry with him, both to nurture said spirit and to feed her own.

Daidouji- She has developed feelings for Naruto for quite some time, and as a woman who values strength, she will push Naruto's limits so that he may prove himself worthy to receive her love and affections.

Homura- They're on good terms, but Homura does love a good fight with him every now and then...plus, she's still a bit salty for the 1,000 years of death thing.

Miyabi- Naruto is the only male who was able to challenge her strength, and she will take delight in continually challenging that will power she has come to love so much. After all, the man she will one day have a baby with must stay strong.

Bros:

Batsu Ichimonji- A huge ninja fan boy, the two butted heads at first because Batsu didn't buy Naruto being a ninja at first. Now, when they're not trading blows for shits and giggles, they're usually hanging out and geeking out about things like ninjas and stuff.

Chipp Zanuff- At first, Naruto just thought he was a moron with a skewed sense of ninja culture, and Chipp thought Naruto wasn't ninja enough, but they grew a genuine respect for each other, and their rivalry serves to help each other improve as ninja.

Zeku- Zeku sees Naruto as a great potential student for his new shinobi school, so he hops in to test the boy from time to time.

Ryu Hayabusa- Naruto holds Ryu Hayabusa in high regard as a ninja after hearing all the stories about him, which is why he sees the super ninja as a goal to surpass and overcome, which motivates him to train. Ryu, meanwhile, admires and respects Naruto's will power in the face of the ninja world's harsh realities, and is eager to see the boy's progress.

Neutral:

Issei- The reincarnated demon is really salty about Naruto having such a large harem of busty girls, when it's supposed to be his goal to be harem king. Naruto thinks he's a moron and a weirdo due to his perversity, but if there's one thing Issei has that he respects, it's guts.

Guy and Hiryu- They don't hate Naruto at all, but their philosophy on the ninja path greatly contrast with his, so they tend to doubt the blonde's resolve. Naruto's more than ready to face either of them to prove them wrong.

Hayate- Naruto doesn't view Hayate lightly due to blaming him for Kasumi's renegade status, but he'll hold himself back for her and Ayane's sake. Hayate and his clan may come into conflict with him for one reason or another, but he is grateful for Naruto looking after both his sisters.

Serious:

Fubuki- Yumi's foster sister, who seeks to destroy the shinobi world. Naruto promises Yumi to rekindle the friendship they had while putting a stop to her plans.

Shura- A yoma who came in contact with Naruto's previous incarnation, Ashura Otsutsuki, who she admired and respected so much, she adopted his name. Now she seeks to get ecstasy from fighting the inheritor of his will.

Senko and Gekkou- While no longer enemies, Naruto still has a hard time trusting them after what they did to his Hanzo classmates.

Cao Cao- Cao Cao wishes for Naruto to join him in his goal of protecting humanity from supernatural forces, but Naruto has a lot of problems with his methods, thus the rivalry between the two.

Enemies:

Dogen- An evil ninja who may as well be Naruto's polar opposite, their ideals and ambitions bring them in huge opposition to each other, so expect them to beat each other bloody whenever they meet.

The Senki Shu- A group of evil ninja seeking to destroy the shinobi world with the power of the yoma, they prove to be Naruto's most dangerous and persistent enemies.

Rasetsu- The leader of the yoma blames Naruto for the split between her and Fubuki, and Naruto viciously opposes her and her tribe of yoma.

Meiun- Naruto does not trust this man after he tried to trap his women in another dimension to be used for his whims. Plus, he kinda represents the immense corruption in the shinobi system that Naruto is fighting to clean out.
