I've always figured him to be some long lost sith stuck in a tin can...here me out.

Based on the movies only. Consider these points.

1) R2D2 was for the most part at ever major Star Wars plot shift.
2) R2D2 from what we know, movies only, never had a memory wipe.
3) R2D2 knew of or knew everyone.

So here’s what I concluded concluded. R2D2 was not just a robot but a vanquished Sith Lord, killed by another Sith, said vanquished Sith Lord had gained the ability to transfer his consciousness into the little robot. Prior to the Phantom Menace ‘R2’ was setting himself up for a Revenge of Epic scale against the Sith. It’s petty but fits the description of the Sith. “You kicked me out of your club, well here goes…I'm shutting down your club”

Palpatine didn’t run or manipulate things, R2D2 did. R2D2 was the mastermind, and got his revenge by the end of the last movie. No more Sith.
