The quote is popularly attributed to Mark Twain, although it doesn't appear in anything he wrote, nor is there a specific incident in which he is supposed to have said it; on the other hand it is very like something he would say. In any event, we do tend to get fog in summer, and its arrival can sometimes be sudden.

I assume Lyta's plan was to have construction workers yell crude compliments at her, or perhaps go swimming in the Basilica's baptismal font; possibly her shirt was stolen by ninjas (again). Ghosts are usually spotted in places they frequented in life, and Miyuki and Lyta's apartment is in a neighborhood developed decades after Mark Twain's death, but we'll give him a pass, because he's Spectral Mark Twain and can do whatever he wants.
