Extraneous Information for Further Details:
Phalt does not feel "physical" pain, but knows when they are injured. They are able to feel emotional pain.
Phalt's eyes can also display arrows (left, right, U-turns, etc.)
Commands given to Phalt will generally be followed. There are some Commands that are Golem Owner Only, or Authorized Enchanters Only. Time-sensitive Commands may be denied, especially if they interfere with their traffic programming. Golem Owners can give any Command, as long as it follows the Three Laws. Commands cannot be against the law (e.g. federal).
Phalt's name is written on the inside of their hat in black marker.
They generally dislike enclosed spaces, as in, being indoors. It's not to the extent of fear or strong aversion, but they would rather be outside where the sky is visible.
They don't blink. Not unless they have to!
The Three Laws must be applied during creation of a golem. Enchanters are usually required to do so. Usually.
Golems generally "die" once their purpose is fulfilled.
Phalt can tell, with high accuracy, how fast an object is moving. It's part of their job to catch speeding vehicles after all! Usually they are connected to the other specific golems in a hivemind network.

I think I've finalized their design and background.
I gave them a mouth because I wanted to fit the "three lights" theme for traffic lights. They still can't talk though!
Lookin' at two OCTs atm. Wish me luck!
