Having B rank in this skill is sufficient to lead a nation as its Sovereign. However, because she planted distrust and fear in the court with her extreme measures to keep her power, the rank drops to B-, where since then there is an unevenness in its effect.

Golden Rule: A
Money is, by no means, a trouble for a Sovereign of the ancient empire of China, granting her everlasting wealth and political power.

Incitement: A
A skill that functions as the acquisition of the words and gestures to lead the citizens and the masses. When employed against an individual, it functions as a sort of mental attack. This skill greatly amplifies the effectiveness of her Noble Phantasm.

Torture Techniques: E
A skill that represents one's possession of outstanding torture techniques. Because it strengthens bloodshed and agony, further damage is continuously added after the ordinary damage. In her time, a manual on how to extract confessions using different torture methods was published, but since she didn't participated personally in said sessions, only ackowledged them, her skills are somehow limited.

Noble Phantasm(s):
Zhuying Ji - The Ever-Watching Eye: B
It was said that her power relied in a vast system of spies, and if such story is true then this Noble Phantasm surely is the very proof of that. When it's activated, Assassin is capable of controlling the will of people around her to do whatever she wishes, even something deemed "impossible" by the victim, much in a mind-control fashion. The number of people to be controled, making it a large-scale strike or not, and of course, her Magic rank and eventual mana support from a Master, greatly weights in how many human beings are going to be properly enchanted. Although one cannot do anything outside of the realm of their personal limitations - for example, a normal person can't perfectly replicate in a canvas a painting from a Renaissance artist, an obese individual cannot run a marathon -, their sense of self-preservation gets severely impaired, so it won't be uncommon for them to die performing their orders if said order demands too much from them. The victim is incapable of resist her order if they don't have a high "Resistance" ("Will to Resist"). The effects are said to go for at least two days, but they can greatly vary depending on how many were enchanted in one-go; it won't be uncommon for someone with a very simple order imprinted in their brain to go on controled by weeks. If someone goes against an outrageous order (for example, "Kill your parents and desecrate their bodies.") with great "Resistance", they could be able in theory of breaking the spell. Assassin has to enchant someone again when the effect vanishes, so she has to keep that on mind and think of a back-up plan if she wants to control a large group at once.

It's no surprise that Assassin is extremely powerhungry and cunning. She is able to exploit any weakness she perceives in the people around her to get ahead in the game without feeling an ounce of regret for it. Her ruthlessness, of course, only aplies to her enemies: when dealing with her allies, she can be incredibly fair, and even afable. The ever-present forebonding sense of dread that is always around her can almost be forgotten whenever she puts up her pleasant and demure self. She is a firm believer in the fact that "you catch more flies with honey than you do with vinegar", but that does not means she's one to take anything one wants to give to her. Her retribuition whenever she feels offended is swift and at times, disproportional.

Wish:
"I still have so much more to do, this is not my limit". Assassin repeated those words over and over again in her head, as she lived until death exiled from her throne, the only thing she ever wished for, watching as her dinasty ended. In her deathbed she still had dreams about one more day, one more year, one more decade in power, so she could do more, reach more, left even more footprints in the sands of time. To this day this is still her wish, to be granted the miracle to change her own story.
