'Sides my commentary, this is a pretty nifty concept.
She is gorgeous. I swear, I am falling in love with the tail. The swirly designs of bright yellow and white contrasting with her overall color scheme of pink, green, and purple creates a vibrant effect that I really admire. Kudos to you for making a sweet character design!
As for critique, here are a few opinions. Remember, they're only opinions, what you change in the end or not change is up to you.
I feel like the tail could really use the rest of the scales, which starts out nicely at the waist yet just seems to disappear. It works well if you want to create a slick and shiny effect, but also seems a little clashing with whether you are trying to be semi-realistic or not.
Also, if you want to create a more 'inside a bubble' effect, you might want to try warping the edges a bit, making them almost 'curve' into the inside to emphasize the roundness of the bubble. ^.^
Overall, 'tis quite a cool idea, phantasy!

Oh! I like her a lot! The noticible outlines look great with the smooth, glowy, painting style. Lovely, lovely!
