Harpies are the result of Exhuman swarming.

During a 'swarming' period, queens will often leave their hive alongside a population of workers. They will choose from several locations to begin, oftentimes terrestrial, before settling on one.

Their presence can have unique effects on the surroundings. A hive that settles near a town may inspire 'copycats' that mimic their behavior. Sightings may  cause the indigenous population to embrace or copy the costumes and mannerisms of exhumans. 

If the hive moves on to a more suitable location, they will frequently leave behind unfinished structures and equipment. 

Harpies are the colloquial term for the men and women that take on the aesthetics and behavior of the hive. They do not share in its processing power, eusocial hive-mind, or goals. They do, however, frequently terrorize towns with advanced technology and a ready-made base of operations.

Villains like The Black Hornet, S.WAR.M, and the 'creatively' named Queen Bea are all known to the hive has Harpies, for they feast on the discarded remains of their settlements.

Although the exhumans give them little to no attention, 'Harpies' can still garner headlines - especially with their habit of announcing their attacks while fighting or delivering long-winded monologues!
