Well, the story was about two different police forces fighting for control of the capital city. Kazuki Fuse (the hero) was kind of a SWAT member (and an undercover agent).

Yeah, it was next to impossible to figure out what was happening. All I knew was that there was the syndicate rebel faction and the police. Other than that I wasn't sure

The Syndicate was nearly completely stopped in the beginning of the movie... after that accident with the bomb the whole movie was about the two police forces (state police and capital city police) fighting for their right to exist and rule the area.
The hero was in between both forces bound by duty and friendship... but also undercover acting for a special spy & execution unit..... and he of course felt in love with a female assassin of the syndicate which was used by the state police to destroy the capital city police by directing a romance and making that love affair between the policeman and an assassin official.

Yes, aaaand yes.
In the end Fuse killed that state police detective who directed the love affair and the planed scandal..... and he killed that woman...
So his capital city police was safe again - and the state police lost good men and lots of ressources.
This armor is pretty much modern anti riot gear but the helmet and the mask are absolute Jin-Roh design.
