Description I think it's time to make a tutorial about it-

You need to read about how to make a circle in SAI first before starting to make the bubble. --> keichan411.deviantart.com/art/…

an animation gif to show the process--> i.imgur.com/PhsvQBg.gif

Do you know how to make a rectangular bubble with rounded corners?

Yes!~ This tutorial is easier than GIMP 2.8 shit speech bubbles which is harder to use in my opinion. "Sorry for my broken English".
I might make a video tutorial on showing people how to do this. Thanks for posting this.

How would you make the Circle into an oval?

Before making the pointy bit, use the scaling option under the selection tool.

Wow I never heard of this trick, I'm glad I ran into this one! Thank you so much Keichan411, you kept it so simple too!

I do have a question though: To create different curvy shapes (ex. oval), do I use "translate CP" on a perfect circle? I've been experimenting on the circle, but it ends up sloppy. Is there a trick to it or do I just need some practice?

Thanks, I'm glad to hear that! It's not necessary to be a perfect circle, oval/rectangle or any other shapes works too, I guess you just need more practices and experimenting on it.

Interesting that's quite similar to manipulating shapes in a vector based program.
