I got Super Mario Galaxy 2 on Monday. The game's music blew me away. 8'DAnyway, this Rosalina shade is a Cosmic Spirit, or as others refer to her, Cosmic Witch. She only appears when you're losing too many lives in a galaxy. If you find her, you have the option of asking her for help and she can show you the way to the Star using Cosmic Guide.
BUT.
When you do this, the Star will be a Bronze Star instead. No, I haven't run into her, as many times as I die.
Oh yeah, the whole body was done with the Pen Tool. Shading was by the brushes.
And that background was supposed to incorporate the visible stratosphere of a planet. ><

Oh! I remember her!
I once couldn't get through that one galaxy where there was a Lava planetoid at the beggining and you had to drag Mario around with the Blue Magnetic Star, I kept dying after the checkpoint and she appeared.
Just remembering how excited I was to see her, even if it wasn't her true appearence makes me happy. X3

This is cool and all, but seriously, she does look like a witch in the game.... First time I saw her, I tried to kill her cause I was sure she was a bad guy trying to kill me... It was scary...
