I could argue that arrogance, by definition, is irrelevant to such a situation. Someone "deserving" to be arrogant... that's not a concept that fits the word itself. It exceeds a rational and realistic self-evaluation.
But I won't, because I don't need to be provided with compliments to pay to the Goblin King. Neither will I insult the Goblin King by pretending that he isn't arrogant, or by pretending that he doesn't see that he's fully justified in that arrogance.
