Toadofsky, a music composer living in Tadpole pond. Toadofsky also comes from Super Mario RPG. ...I'm not actually sure if the gender to be honest.

Super Mario RPG. His name is Hinopio and he runs an inn and two shops inside Barrel Volcano. The Inn is actually a pile of crates you sleep on. He also appears to collect F-Zero racer models.

That would be Hinopio from Super Mario RPG: Legend of the Seven Stars. He runs the 'inn' inside Barrel Volcano, and he's got models of two F-Zero racing vehicles and one Starfox Arwing.
