I know this doesnt look like vector art, but truthfully it is. I used the vector shapes from photoshop aswell as creating my own. I did use texture, but it was in layerstiles witch can be scaled without changing the relationship between raster and vector. I didn't rasterize any of the vectors either. I think that its silly to waste your rescources, so why not use vector and raster?! BECAUSE YOUR AFRAID! MUWAHAHAHAHA! JKWADA THINK?!
