I've never played Oblivion but, if I'm not mistaken, the Sheogorath you meet in Skyrim is, in fact, the Hero of Kvatch himself. Hence the reason his voice actor is different.
Good comic, by the way :3 Orc mages are rare but I liked the old one who works at the College of Winterhold. As a future librarian, I have a lot of sympathy for him.
